Amendments adopted at the City Council December 15, 2009 and March 2, 2010 meetings:
O-4238 Amending KZC Chapter 95 tree and landscaping regulations. Effective April 1, 2010.
O-4227 - Amending KMC 19.36 street trees. Effective April 1, 2010.
O-4228 - New fees for existing tree related permits. Effective April 1, 2010.

Tree Questionnaire
The responses (161) to the tree questionnaire can be found here. The responses, in a summary format, can be found in Attachment 2 and 3 of the public hearing staff memo to the Planning Commission.
In November 2005, the City Council adopted Kirkland Zoning Code Chapter 95 - Tree Management and Required Landscaping. In Fall 2008, the City Council asked staff to pursue amendments which involve 'minor' and 'moderate' code changes and/or policy implications. At their previous study session, the Planning Commission requested that several additional items be included to the project work program. The scope of the Tree Regulation Amendment update is summarized below.
Minor Changes:
- Reorganize and simplify KZC Chapter 95
- Consolidate tree regulations from various City documents into KZC Chapter 95
- Improve tree protection and notification standards
- Provide background information regarding tree maintenance agreements
- Provide information on the City's tree tracking system
Moderate Changes:
- Explore how integrated development plans can be used to streamline review of trees and if this should be made mandatory
- Should code enforcement fines be increased?
- How will the City monitor tree canopy coverage?
Additional Planning Commission topics:
- Discuss if the tree removal limit needs to be revised
- Retained vs. replaced trees with development
- Strengthen code to require better tree retention
