The City of Kirkland offers reduced water and sewer rates for qualifying low income senior, blind, disabled, or home kidney dialysis customers. To qualify, you must prove:
- You or your spouse (if married) are at least 62 years of age or older.
- If single, you receive $2,458.33 or less gross monthly income.
- If married, you receive $2808.33 or less gross monthly income.
These qualifying requirements are updated in February of every year.

Water:
Senior monthly basic water rate includes the first 2 units of water:$7.65 per month or $15.30 per billing cycle. After the first 2 units of consumption per month, the regular residential water rates apply.
Sewer:
as of December 1, 2008:
Senior sewer rates are based on water consumption. $31.67 basic charge or $63.33 per billing cycle for the first 6 units of average winter water consumption (AWWC), plus $3.44 per unit of AWWC beyond the first 6 units.
Garbage:
Solid waste rates for qualified low income seniors and disabled single family residential customers is 60% of the regular solid waste rates for each service level.
