The report contains the results of a tax burden comparison study commissioned with the following three objectives:

• To compare the residential versus commercial tax burden in Kirkland and to identify trends or shifts in taxation levels.
• To compare the relative residential and commercial tax burden in Kirkland to similar Puget Sound cities.
• To highlight the strengths and weaknesses of the City's tax structure from an economic development perspective.
