Taxes comprise over 65% of all General Fund revenues, with sales tax being the single largest revenue category. Taxes are a general purpose revenue source which are used to support basic government services such as public safety and park maintenance.  Internal charges for service reflect payments from other operating funds primarily for general administrative, engineering, and billing services provided "in-house." Resources forward represents the beginning fund balance for the General Fund, and is composed primarily of an operating reserve and unreserved working capital.  In addition, resources forward is used to fund one-time service packages.
