The Kirkland City Council began its study of the annexation in 2006 and placed the question of annexation, zoning and assumption of indebtedness to voters in the annexation area on the November, 2009 General Election ballot. Although the threshold for assuming the indebtedness was not reached in the election, the City Council decided to accept the annexation without asking the area residents to assume city debt. The annexation and adopted zoning regulations will become effective June 1, 2011.
Since the election, the City Council has begun discussing a series of key policy and operational issues associated with annexation.
Annexation is a complex process and all City departments are developing plans to coordinate the transition from King County services to City services as smoothly as possible. A Service Matrix is available to explain what County and other services will be in place until June 1, 2011 and what services the City will provide after the effective date.
Whether you are a current resident or annexation area resident, you may have questions about the transition period. City staff will answer your questions promptly. You may be directed to King County or another agency as they are the service providers until June 1, 2011.
