Project Description

In late 2006, the City of Kirkland contracted with Michael Luis of Michael Luis & Associates to perform an evaluation of the two innovative housing demonstration projects.  Through a variety of interviews and focus groups with neighbors, citizens of other Kirkland neighborhoods, project residents, and housing industry professionals, the City found that the projects were very well received.

In January of this year, the Kirkland City Council concluded that, based on the positive results of the Innovative Housing Demonstrative program, the City should develop regulations to allow innovative housing types in the city on a permanent basis.  Regulations are expected to be prepared during the spring, with a recommendation from the Planning Commission expected to be presented to the City Council in August of this year (see Work Program).

Staff and Michael Luis, consultant, are currently in the process of meeting with an advisory group of builders and architects to review the set of interim regulations that were used for the demonstration projects, to determine which aspects of the interim ordinance should be carried forward into the new regulations.  The group is also exploring other important issues raised during the evaluation process, such as the viability of an affordability component, design review, and incentives.

A public hearing before the Planning Commission on the draft regulations is tentatively scheduled for this summer.
